Ensuring Customer and Product Outcomes are being delivered (Western Sydney Airport and West Lines, Sydney Metro)

Context

In December 2022 the SM-WSA SSTOM contract (Stations, Systems, Trains, Operations & Maintenance), the largest Public Private Partnership (PPP) contract in New South Wales, was awarded to Parklife Metro.

 

The consortium will deliver six new stations between St Marys and the new Aerotropolis, 12 new metro trains, core rail systems and the stabling and maintenance facility to be built at Orchard Hills.  Parklife Metro will also operate and maintain the Sydney Metro – Western Sydney Airport line for 15 years after it becomes operational.

 

Hannover was engaged during the RFP stage to provide Project Management and Customer & Product Advisory Services to the Sydney Metro COO team.

    Solution

    • Crucial activities undertaken by Hannover include:
      • facilitated communication and coordination between multiple COO teams and the wider Sydney Metro organisation;
      • supported the Customer & Product teams in understanding resource demands and planning for project kick-off activities;
      • managed the participation of COO teams in the RFP process (hundreds of tender-led workshops), resolving issues, coordinating responses, and ensuring consistent messaging; and
      • compiled a lessons-learned register to capture successes and improvements for future procurement activities.

    Outcome

    Hannover successfully facilitated communication and coordination among COO teams during the RFP process and evaluation phase. This included managing issues, clarifying points of contention, and updating RFP documents to assist the continuation of procurement processes.

     

    Hannover also supported the initial stages of the delivery phase by assisting with project planning (ie. contributing to the key 100 Days Project Plan kick off activities) and developing a COO team project plan and resource demand profile from contract award through to project completion in 2026.

     

    Overall, our contributions ensured effective collaboration and streamlined processes, benefiting the overall success of the SM-WSA project.
