Context

The NSW Government engaged Hannover to perform network development, service planning and operational modeling for a suite of potential large rail investments over a period of 30+ years. 

    Solution

    Our team approached the project from a strategic and integrated standpoint whereby infrastructure roll-out, service levels and fleet options were driven by long-term state-building objectives,demand data, and customer requirements. The aim was to provide a network development plan staged and specified from an operations and maintenance perspective based on to quantitative analysis, and international benchmarks

     

    This involved:

    • Defining network staging; which was taken as an input into service planning and successive tasks
    • Designing a service planning and network operation concept and analysing outputs
    • Stakeholder consultation and coordination with all relevant subject matter experts to inform and validate our service plans, network concepts and fleet concepts and ensure alignment with the client’s rail service planning objectives
    • Operational  modeling, forecast demand analytics, and hypotheses testing

    Outcome

    The consultants were embedded in the multi-disciplinary Transport for NSW team over a period of 18 months, delivering a comprehensive network development plan, and contributed to numerous transport advisory and governance decision papers as part of a series of final business cases. Data analysis used by Hannover informed foundational future rail network features such as train service frequency, a train concept, station platform lengths, and an operations and maintenance concept.
