Context

Hannover Consulting was engaged to contribute specialist input to a review of an Australian operator’s rail and coach services. The focus was on improving customer and operational outcomes across the entire network, including three different rail and coach products. Detailed options for analysis were developed, including timetables, fleet rosters, service kilometres, infrastructure investments requirements, and stabling locations.

    Solution

    Hannover Consulting provided rail and coach operational, fleet, and infrastructure advice including:

     

    • Developing a long list of options for consideration by the client based on financial metrics, customer insights, satisfaction reports, and trip data. Sixteen regional rail and coach service plan options across four regions were shortlisted for further assessment;
    • Developing detailed weekly regional rail and coach timetables, serving as the basis for demand modeling and staff rostering;
    • Determining fleet rosters, service kilometres, stabling locations, and infrastructure requirements were determined for each option;
    • Identifying passing loops and additional platforms, where necessary, for implementing service plan options;
    • Providing benchmarking guidance for costing new and refurbished fleet; and
    • Advising the client of coherent network-wide options based on guiding principles.

      Outcome

      Our detailed options provided the client with an evidence-based and comprehensive overview, as well as posing detailed changes to service levels, routes, and operational aspects for regional rail and coach networks for consideration. The outcome facilitated the client’s decision-making process, and provided guidance for potential future changes and investments in passenger services.
